You’ve probably either heard of, or visited the now thriving Hobsonville Point development. But did you realise this was essentially developed by the Government – not by your regular property developer?
There has been much talk about the housing shortage in Auckland and you may be surprised to know that there is actually a Government programme to address this called the AHP, who use the HLC, which is a subsidiary of HNZ, to build more homes! Enough acronyms for ya?!
To be honest it is minefield of acronyms, but is quite interesting once you sort your AHP’s from your HLC’s and realise that this programme provides some brand-new, affordable housing available for sale at or beneath $650,000!
What is the Auckland Housing Programme?
The Auckland Housing Programme (AHP) is a Government initiative to use under-utilised Housing New Zealand land to build more homes around Auckland.
This involves removing old Housing New Zealand homes, generally built in the 1950 and 60s, which are past their best, and replacing them with new homes.
The Auckland Housing Programme is to deliver almost 11,000 new state homes and just over 12,600 new affordable and market homes over a ten year period.
Sixty redevelopments are underway across Auckland, ranging from one or two properties to developments of a thousand plus homes. Read more about the projects here.
The homes being built will be a mix of state housing, affordable homes, and market housing.
A subsidiary of Housing New Zealand called HLC will manage many of the Auckland Housing Programme projects.
The AHP has been in operation since June 2016.
Who is HLC?
HLC (Homes. Land. Community), operates as an independent, commercial developer and will manage many of the Auckland Housing Programme projects.
The company was established in 2006 to develop the former Hobsonville Air Force base into a new township, where up to 5,000 new homes will be built by the time the development is completed.
How has HLC helped first home buyers so far?
HLC has worked to create affordable housing at Hobsonville Point through the Axis Series programme.
The programme dictates builder partners must deliver at least 20% of all homes at Hobsonville Point at or beneath $650,000, called Axis Series Homes.
Due to strong demand, Axis Series homes are sold to eligible first home buyers through a ballot system. Find out more about eligibility requirements and the ballot system here.

According to HLC, the Axis Series Programme may be extended to other Auckland Housing projects.
